For HUD purposes, is an On-Frame Modular home considered to be a "Manufactured Home"??

By definition, an "on frame modular" is a modular. It can not be a "manufactured home" because it is not constructed to the Federal Code 24 CFR 3280 (HUD CODE), it is constructed to the prevailing code in the state in which it is sited.
