Roof coating

The mobile home I just bought has a steel top and there alot of exposed metal showing. In fact, some of it even has rust showing. I need to get it coated. Can I coat over the rust or do I need to get it off. If so, what is the best way to get rid of it? I'm planning on using the white coating.
