questionable sales tactics

Am engaged in negotiations--sort'a--with a dealer who refused to give me a breakdown of costs, fees, etc., and will only give me a gross figure of costs. Should I insist on what I want?

Absolutely, unless you have IN DETAIL what services you are receiving and how much you are paying don't go forward. A reputable dealer should make sure you know exactly what is needed to complete your project, even if some of those things he/she is not handling.

Could be that he is trying to prevent you from shopping his price. More likely he has buried a lot of profit on some items, and doesn't want you to know where it is hidden. When we were looking, we got breakdowns from all the dealers and it was amazing the range of prices on the extras (utility hookups, steps, skirting, etc.) Might be a good idea to find another dealer to work with.
