Frost heave

You mentioned that the top rail is 4 inches wide and to cut the skirting within 2 inches to allow for frost heave. I have checked and in this area we have a frost heave of 3 to 5 inches. Is there any company that makes a wider top back and top front rail to eliminate this problem. I live in a senior park and every year we have this problem. There are about 100 mobile single and double wide homes here and everyone would be happy to find a solution. Our park looks like a stick village in the winter with everyone proping sticks against the skirting to keep it from falling out due to frost heave.
