We live in the Panhandle of FL and will be moving our home to our own land. How important is the plastic ground cover?
Is it called a vapor barrier?

Yes, it is a vapor barrier; it keeps water vapor from rising, eventually, into your home. It's very inexpensive - couple hundred bucks, tops - and is 6 mil plastic sheeting (6 mil = .006"). DON'T skimp on this.
