Can anyone refer me to a resource for guidelines and regulations for shipping 14' and 16' wide mobile homes within the US and Canada, as in permits, pilot cars, route selection, weights, lengths, axles, etc.

The question you ask, while being directed to manufactured housing, really has to do with the interstate transportation regulations. There are truckers atlas books available at any truck stop, that will give you this type of information, along with a lot of other facts relating to wide loads etc.
