Mobile Home Furnace Sizing

I work for the Illinois Weatherization Program and I have an HVAC contractor that insist on installing a replacement furnace larger than the original system. One
example of this is he installed a 90,000 BTU unit in where the original unit
a 75,000 BTU unit. This mobile home has not been altered, it is the original size
it was manufactured It is the opinion of the Illinois Weatherization program that the replacement furnace in a mobile home should always be the same or close to the same BTU as was installed by the mobile home manufacture. Please give your opinion on this or information as to who I can contact for an answer. Please repond ASAP.

The data plate, located within the home, gives you the correct sizing for the furnace. The model number reflects the KW's as opposed to the BTU output.
