rails or perm foundations?

What is better; setting it on cement rails or doing a permanent foundation? I know the interest rate is better on perm foundation, but if we plan on paying it off early, how do you know which is better? We live in a very rural area, and the cost of housing is cheap and old. If we ever moved, we would not get our money out of the house, so then we start thinking we should put in on rails, and we could at least have it moved off the land and get possibly more out of it. Do you have any advise for us?

Poured concrete "rails"..IS a permenent foundation by most lender definitions..
