MH Foundations

Hello,
Does anyone have any building experience with foundations for manufactured homes? From what I've seen on the internet, even the engineered footing systems that qualify for FHA foundation status just look like fancy versions of the old cinder-block deal. They may clamp onto the I-beam like glue, but what connects them to the ground? They do not appear to be sunk 9'-12' into the ground like a traditional pier and beam foundation from what I can tell. What would keep a tornado from lifting one of these homes away?
