Dear sir,

we are getting ready to relocate our dbl wide (28' x 52') to a lake lot in our city and would like to know what we need to do to put it on a basement. Do we need I beams if so what size and how many. Please could you explain this proceedure thank you.

You need to contact a local registered engineer, and have him design the foundation and support system, in order to have a code compliant and correct foundation.

Why not just call the manufacuter or dealer who sold you the home and request a foundation print for a basement. It will probably be given to you for no charge.
