Water leak?

I have a manufactured home.

It has a crawl space about 3 feet, or more.

It drips water. From a tube coming down from the center.

The tube appears to go thru the membrane.

What is it?

Same issue. I had many precious paintings and Japanese masks for decoration they are all ruined due to water leakage.
