attic ventilation

I have a 1988 14x66 2+2 ARD mobile home with vents in the ceiling( see attached photo) The vents are plastic with a thin sheet of plastic on back side. They open when heating cooling system comes on creating return air the the system located in the hall way
should i close the vents? are they efficient?
