Outdoor Spigot 1995 Fleetwood

I am leasing a 1995 Fleetwood, I have the serial number that does not seem to be warranting any help in my google search. I cannot figure out how to make the outdoor spigot functional. I assume the water to it was shut off to winterize but maybe I'm wrong? Any ideas?
