Inspection found Missing Foundation Pads

I am in the process of purchasing my first house, a 1080 sqft 16 year old manufactured home. I just received the home inspection report which states: "The house is supported with steel piers or jacks designed for use in mobile home construction. The general practice in installing the jacks is to have a footing pad (generally treated lumber or other deterioration resistant material) followed by a load distribution pad (generally treated lumber or other deterioration resistant material). In this installation, there are a number of jacks that are missing the load-distributing pad, and footing pad."

I'd much appreciate if someone could help me understand how important this issue may (or may not) be, as well as how much it may cost to remedy. Since the home is located near the San Andreas fault, I'd also welcome advice regarding whether installation of special earthquake bracing foundation elements may be worthwhile.
