Plastic covering over all ductwork

I am a new owner of a new mobile home. I was investigating an odd smell and, in looking under my home, discovered you can't see any ductwork or pipes under the floor because they are all covered by a plastic sheet. Should the sheet have been removed when they installed the home? There are also several tires on the ground plastic.

No it stays it is the Underbelly material and it covers your insulation and plumbing

Thanks for your reply. I was told to check my heat tape to make sure it was working. It sounds as though there is no way to do that with all the pipes covered. Is that so?
