Leveling wavy particle board subfoor for laminate installation

Because our 1975 mobile home was drastically out of level (3" over 24"), we had new piers added and the coach leveled. Now the deviations are far less (3/4" maximum), but the particle board subfloors have a number of high spots and low spots. We want to put in laminate but are uncertain about how to proceed. We had planned to use plywood in varying thicknesses to bring it closer to a flat plane and then even it out with self-leveling compound, but the self-leveling compounds we have found only mention concrete, plywood, vinyl, and tile as substrates. Have any of you successfully dealt with wavy particle board subfloors? Is there a reasonable way to get our floors flat enough for laminate or had we better give up and go back to carpet? Thanks
