MattGuard III Foundation System

We have a Fleetwood Mfg Home, installed 1996 with this foundation system - MattGuard is no longer in business. need a copy of the MattGuard design with an engineer stamp on it to pass the required foundation inspection for sale of the home.
the Fleetwood Installer did not supply this information when setting up the home. Calls to Fleetwood, to the state agency dealing with mfg homes have not helped.
any suggestions on where to look for this information would be greatly appreciated.
