Missing vin# and data plate help

My ex husband and I bought a manufactured home in 2000 from his brother. The home is placed on a permanent foundation, and has been completely remodeled inside. The siding has been removed, and the home covered with stucco. The home is considered a permanent structure with the county, and I pay taxes as though it is a 1 story frame home. I'm now trying to sell it, and cannot due to the missing data plate and vin# tags. We've spent numerous hours under the home looking for the number at the hitch end, with no luck. The origianl owner has no paperwork. The home has never been titled through the BMV. The records at the county court house have no vin# listed as it was never registered as mobile. The dealer where it was purchased has gone out of business. The original lender has been bought out 2-3 times, and we cannot find any records for the original loan. I am at a complete loss as to what I can do in order to be able to sell this house. I've spoken with someone at IBTS who basically told me that unless I can find the data plate, or the vin#, I cannot sell this home. Any suggestions as to what I might be able to do?
