in need of tip-out repair help

my wife and i are about to buy a mobile home but the previous owner put the tip=out on block in the dirt after some time it has sunk in the ground so the tip-out needs raised and reset the current owner has dug holes for concrete piers my question is after we have the foundation put in place how do i raise and reset the tip-out and how hard it is also a idea of how much it would cost to have someone do it. any help is greatly appreciated
