New to Modular Homes

I have been reading and getting as much inofrmation about Modular Homes....I do have a few questions that I cannot find answers for:

- From the purchase of the house of let's say $85k, what could be the building cost (from start to finish)

- Can the Modular homes be placed on Hillside with the right type of foundation?

- Would you happen to know if Modular homes are restricted in parts of Los Angeles county?
