Above Grade First floor

I would like to purchase a 28x60 manufactured home a place it on a above grade concrete or cmu "basement" My idea would be to use the "basement" as a garage." I have tried to no avail to come up w/ some rough numbers on what this type of foundation would cost. I am not looking for an estimate just whether I am looking at $10k or $40k. Thanks for your help.
