The differences between a modular and MH are both sutble and profound.
A modular is built to local building codes and in *most* cases, is treated like a site built home.There aren't really any 'upgrades' you could add to make the home a modular. 2x6 walls, shingles and drywall do not a modular make.
Just as reference, the difference between a MH and Modular for me was $20k extra.
