Proper way to attach skirting to mobile home.

What is the proper way to attach the skirting to a mobile home. I have an old mobile home that the skirting is falling off of. How do you properly re-attach the skirting to the trailer? Should you put 2x4's at the top and also bottom? Do you attach the skirting to 2x4's first and then attach it to trailer? Any help would be appreciated. Thank you.

I am having a continual problem of my skirting heaving and breaking the top lip that the skirting slips into also every couple of years I have to pull bottom of skirting out because snow has pushed inward under home
