lately our water pressure has gotten real slow and every time we turn the spicket on it sputters like there is air in the lines.is there any way to fix it.

If you are on a well, it could be your pressure tank. This tank has air in it (newer ones have a bladder to separate water and air) which compresses when the pump runs. When it compresses to a set pressure the pump pressure switch senses this and turns off pump. If air mixes with water you will get problem you described.
