refinancing

We moved our double wide onto a permanent foundation on 5 acres because our home continued to depreciate in a park. We were told that it would now be considered real estate. Why then is it so difficult to get it refinanced? We have 20,000 equity but, is it really equity if you can't borrow against or can't sell?
