starting a mobile home community

I am just beginning gathering info concerning the possibility of opening a mobile home park. I'm a little lost. I have a lot of questions. I am looking to open this park in the Martinsburg, WV, area.

1. What kind of zoning is required for a mobile home park? Who decides about the zoning of a property?

2. Are there grants for this kind of business?

3. Any hints of things to watch out for?

4. Would you recommend buying an existing park or developing a new one, given the choice?

If you can think of other stuff I should know that I am not asking... just feel free to inform me. As I said, I'm only just starting to gather information. Anything you can tell me would be helpful.
