1974 mobile home, not on concrete,
Can I cut off the tongue or will it effect the leveling?

Oh, this question reminds me of my old mobile home! Actually, cutting the "tongue" is not simple. I used to think about it, but after studying it carefully, I realized that it affects more things than I thought.
First, it affects the balance of the house. Old mobile homes like yours, if not placed on a concrete foundation, are more likely to be tilted. If you cut the "tongue", the weight will be unevenly distributed, the house may tilt or sink.
Second, it is related to the structure of the house. That "tongue" is not only to pull the house, but also to reinforce the frame of the house. If you cut it, the frame of the house will be weakened, especially with an old house like yours.
My advice is not to rush. Check the foundation and frame of the house carefully. If you see any signs of damage, it is best to call a professional to take a look. They will know the best way to handle it.

I had a rented mobile home many years ago It had sliding doors where the hitch was. No way I was gonna grind the weld holding the hitch.
I wound up building a small deck over the whole hitch. It was perfect.
