what constitutes a MH being permanent

I read about being on a permanent foundation - then I read that you have to have wheels and hitch removed and skirting. Our place has the hitches gone, it's doublewide, the wheels are gone and it is tied down and rated for fairly high winds and has the cement skirting that looks like brick. Metal roof, decks and on 5 acres of land. IS this considered a permanent home. WE own it free and clear and also have a 1000 sf metal building on slab. WHY can't we find a low interest loan - such as the rate of 4.75% that they advertise for home equity - all we really need is about $13,000. We just can't get that amount of cash saved without it taking a long time and we are trying to help family members who are living with us but we desparately need the money to make a decent amount of room. Our home is in good repair and kept up.
