Mobile home park manager abuse

Can anyone in the wide world of the web help us in a small community in Wisconsin? .......we have a manager the is a three time convicted felon of robbery and drugs and he is very abusive. He is on a power trip. He has blocked us from getting our boat and camper from an inclosed area that was set up for all tenenats to park xtra cars boats campers trailers. He changed the lock and moved the snow plow truck to block the entance in case we did cut the lock off so we could get our personal property out of this area, Did he break the law? Local police say it is civil.
He has told family memebers of mine they can not stay over night when visiting, or even visit. Is he breaking the law?
He peaks into windows, he stalks around the trailers at 2 3 4 am causing our motion lights to go off all the time. Is he breaking the law?
The owners of this park are absent for the most part, they maybe come here 2 to 3 times a year for short visit, it is only then when they are here has he worked at getting this park somewhat presentable, but if we call the main office to complian about something he only gets nasty and picks on the caller horribly, if you again call the main office they say well you tweaked his nose he is gonna get you back, do we have to go thru this?
Is there somewhere a law that would not allow convicted thiefs and twice drug felons to reside here let alone be manager to do what he wants when he wants?
Some people he leaves alone, others he is on their case all the time. He will give out his tickets for one person parking on a grassy area on their own lot, yet others park where they want. One person can have a boat or trailer the next can't. One person can have a shed, someone else can not. One person can use an empty lot for their extended yard, yet another person can not park on the drive to an empty lot if they need the xtra space.
This is just the tip of the iceberg as to how our concentration camp is being run. We need help and we need to find some laws that will help us remove him and force the owners to be legal in dealing with tenant and owner rules. It would be noce if someone could get them to do repairs to rentals that have mold holes in floors and ceilings. Just because we live in a trailer park does not make us trailer trash. We are decent hard working people and someone please help us.

Your is not a unique situation. It is not unusual for an absentee landlord to have someone onsite that overreaches. It sounds like the owners have hired a bully. You can not live in fear or permit your rights to be abused.

The police are right in as much as access to storage areas and park rules are a matter between you and the landlord and as such civil matters. There is not much the police can do unless there is a law violation.... on the other hand Peeping Tom activities are illegal. I personally would try to get the creep on a camera along with a few other witnesses the next time he is crawling around stalking windows in the middle of the night.

Wisconsin, mobile home park residents have rights and responsibilities. Retaliatory rent increases and eviction because a tenant complains about a violation or forms a tenant union are specifically prohibited in your state.

Landlord-tenant relations in Wisconsin are regulated by Wis. Stat. ch. 704, and Wis. Admin. Code ch. ATCP 134, Residential Rental Practices, a rule administered by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). Mobile home park operator tenant relations are further regulated by Wis. Admin. Code administered by DATCP,

Wis. Stat. § 710.15. Wisconsin Admin. Code ch. ATCP 125, (Mobile Home Parks) is of central importance to mobile home park tenants. It prohibits unfair business practices by mobile home park operators such as charging entrance fees or requiring the purchase of a mobile home or accessories from the operator as a condition of tenancy. This rule prohibits specific unfair lease provisions (see Wis. Admin. Code § ATCP 125.04) and requires disclosure of rent and all other charges payable by the tenant under the rental agreement (see Wis. Admin. Code § ATCP 125.03).

Wisconsin Admin. Code ch. ATCP 125 and Wis. Admin. Code ch. ATCP 134 were created by DATCP under Wis. Stat. § 100.20(2) and have the force of law. Violations can be prosecuted by district attorneys under Wis. Stat. §§ 100.26 (3) or (6). Anyone who suffers monetary loss because of a violation may sue for double damages, court costs and reasonable attorney fees under Wis. Stat. § 100.20(5).
