roof ventilation

I own a MH in West Palm Beach, Florida. The park is about 12 years old. Many MH owner have to change the asphalt shingles and around 50% of them replace it with aluminium metal sheet. The contractor put a 2" styrofoam right on the asphalt
shingles covered with aluminium sheets. The contractor say to the home owner they do have to keep the ventilation because the white aluminium reflects the heating and the styrofoam keep the inside of the roof fresh and cool. I have three questions: 1. do u agree it's not necessary to keep the ventilation?
2: I checked on internet on the federal gov HUD site and I do not find the information regarding the roof ventilation for MH. Could u tell me where to find it?
3: Would u know any other site where I could find the code regulation for roof ventilation on MH.
