"blue-nailed home"

I have searched every permutation of "blue-nail" I could think of and it is not mentioned anywhere on this site. Does anyone out there have experience buying a home this way and finishing it out themselves? My understanding is that it is delivered and set, then you add the drywall texture, paint, cabinets, fixtures, trim, flooring, etc - all the interior stuff. (My husband, not me, is very skilled at this sort of work so we're not considering contracting it - just working on it one room at a time)
The reason is that I don't like the limited choices of finish material I am seeing at just about every dealer. We seem to have all of three choices for countertops, four for tile, only one cabinet in a dark finish, and two paint choices. Their cost for upgraded appliances is outrageous, I could buy three sets of stainless steel for what they are charging. Is blue-nailed what I think it is? Is this cost effective? Should I run away screaming "no way!" ?? Any guidance would be appreciated.
