damage during delivery

I wanted to know the best way to handle damage done during interstate delivery of a two section modular home (Oregon to California). One of the straps holding one section broke and there are many bowing problems (drywall and window). Reading other materials from Consumers Union, I understand that it is common for a manufacturer to drop the house off at the dealer for transfer and inspection of damage. This was not done. The manufacturer driver met with the dealer driver and continued the home transport to the buiilding site. (This is a private land construction, not a park). It was not until the house arrived on the property that the damage was noticed..now the manufacturer says it isn't their problem....that it was the dealers damage during shipping. The representative also stated that," As soon as it leaves our lot, it is not our responsibility for any damage during transportation..even if the damage was caused by their strap". I find this hard to stomach..any help out there? Any law that states the responsibility of the manufacturer for the house transportation until delivery to the site.
