unlevel modular home

Ok here is our problem. We bought a modular home on a piece of property.
The modular is now 6 years old. The home is set on a foundation of block. Our problem is that the home seems to be pulling apart. There is a spot that runs across the entire livingroom/greatroom where the two parts meet that has now developed a bump. You can step on it and feel and as well as just look across the floor and see it.
I have called a home set up company to come out and look at it to tell me if there is anyway that it can be fixed that will not cost us an arm and leg. He is telling me that it will be under $1000.00 but why did it become unlevel in the first place?
Was it not set right? Or not connected (both parts) right? Help we , we are trying to sell out and move to Arizona but everytime someone looks at the house they do not make an offer. Even thought the house is in a great neighthood and is below the going price for around this area.
Can I hold anyone responsible for the way it is now? How do I go about fixing it?
