Double wide setup

I just had my new doublewide (28'x84') setup last week. I noticed the setup crew left a lot of blocks slightly loose and when I asked about it they stated the blocks were level and the home will settle down to the blocks, which makes perfect sense to me. I'm sitting on a level full slab 6" thick with a 12x18" perimeter beam and also a 12"x18" beam down the center. I went to install skirting and I noticed the skirting is 1-1/2" longer in the center of the home than on the ends.
I took my spirit level (water level) and started checking. The home is as much as 1-1/2" off from corner to corner and is arched by being lower on the ends of the home than the center. This is checking it on the bottom flange of the I beam.
My question finally, what is considered acceptable on a 84' long home end to end and from side to side, as far as being level?
