Is plywood a consumer protection thing for those MHs manufactured in California?

I don't know if plywood is a consumer driven protection requirement. All I know is that the dealers maintenance man worked closely with Skyline to make sure all the homes they sold would have the plywood flooring. I also saw at other dealers signs that all Skyline homes now come with plywood. This was in May of 2001. We are lucky that we have a very honest and trustworthy dealer to work with. All of our complaints (minor) have been takeen care of by the dealer.
