Park Owned Mobile Homes Strategy

Does anyone have material addressing park owned mobile homes? I have not been able to find any material that addresses it. The park I am looking at has tenants that are not able to purchase their homes, lower income families. Is there a way to best manage this type of mobile home park ? Thanks everyone...Terry
