Mark Conte is a HUD code Administrator for Pennsylvania and he's the one who did my inspection and found Lifetime to be in violation. Lifetime has agreed to take care of the repairs but can't seem to find anyone to do them at a "reasonable rate". As far as the flood insurance problem, Mark said that there isn't anything in the HUD code for that and I should talk to an attorney because it's a civil matter. My arguement is that they knew that I was in a flood area and special elevations would be needed but yet nothing was done to comply with the federal flood regulations. Also the installation manual that Lifetime gives the contractor specifically mentions installing in a flood zone would need special elevations and says to gives the name of the publication from FEMA containing design and construction recommendations. I also found that regulations of the National Flood Insurance Reform Act of 1994 "will not permit a lender to close a loan without flood insurance which is insured, guaranteed, or regulated by the federal government" on property in flood zones. My lender, Tammac, closed on a loan with flood insurance that was just added into a homeowners policy as a named peril but it's not regulated by the National Flood Insurance Program. Had the bank had noticed that information, then an elevation certificate would have been done on the house then(a requirement of federal flood insurance) and found to be below the base flood level. I would have been more than happy to have added the extra layers of block into my loan then to elevate my house. Now a year later they expect me to pay for the whole thing myself to get the insurance. Who's to blame? The contractor for not doing his job, the lender for closing an a loan they shouldn't have, or me for being so stupid and not knowing.

We bought an Aspen. It's not very big...28x44. The floor plan was exactly how we wanted though. We added the fireplace, the patio door, the garden tub along with whole house electric and c/a. I was kind of disappointed with the fireplace though. I thought they all had the stone fireplaces but mine came with a tile fireplace. It's nice anyway. I can't seem to find any of my floor plans to see what yours looks like. It's probably alot bigger than mine. They really do look nice with the icicle lights for christmas. Are all of your troubles over now? Hope so. I'll keep you posted with mine.
