Here we go again guys! First, thanks for advice given so far. New problem. The walls have some sort of residue....sticky. Perhaps from a kerosene heater? Amonia/water wouldn't even touch it.
Anyway, we got something that we believe will clean them so that we can paint. My concern is that over 3/4 of the walls have paper on the panels that appears to have been mass produced on them. We need to have them clean so that the primer will stick. I tried to clean a little spot, and it got wet like writing paper instead of "wall paper".
Not sure how to go about this....but every wall has to be painted. Not sure what to do, but we need to paint fast! The guys at home depot don't know anything about manufactured housing, and we are at a loss!

I don't know about your paper problem, but the Glidden Gripper/Primer they sell will stick to just about anything. I've heard that the Behr product is good, too. But I have never used it. You could try an area first, let it dry, and see if it will cover/stabilize your 'residue'. I think the last gallon I bought was a little less than $17. They sell it in 5 gallons, too. Good luck.

Update: We found that a strong degreaser got most of the residue off. We primered a bit of the papered wall, and it seems to have stuck fine. I will update again with what products we used.
