Is it true that most manufactured homes have Nova deck (partical board) flooring? I was told that unless they tell you the flooring is plywood or OSB most likely it is some sort of partical board flooring. This has really upset me! Eventhough it is strong flooring, water will dissolve these floors in no time at all! How "water cautious" should someone be if the floors are particle board?

VERY because any water will cause it to swell and there is no way to avoid water getting to the subfloor even shampooing the carpet with a wet system leaves water. Most builders offer an upgrade to osb or plywood and it would be money well spent. If they try to tell you that Novadeck or similar won't swell have them give you a piece, take it home and expose it to water, take it back for a live example.
