We had our doublewide set to FHA standards and used runners. I don't know if is better than a full slab but it is a lot less expensive.

We live in Louisiana and have the vents in the ceiling. As David says, it is better to have ceiling vents in this climate. BUT another big thing you should do is to make sure you have dual pane vinyl windows and 2X6 exterior walls with an upgraded insulation package. Our house is about 2,200 sq. ft....

I would suggest you purchase Grissim's books and read them twice before you decide on which home to buy. The books contain a ton of information and are well worth the price. I bought them and they were a tremendous help for me in finding a good quality home, at a good price, from a reputable dealer....

If you have replacement cost homeowners insurance you can file a claim with them for storm or hail damage. My homeowners insurance covered the cost of replacing my roof minus my $1,000 deductible. The 20 year shingles I had on my roof only lasted about 15 years and that is not uncommon.
