A sealed crawlspace is a bad idea. Crawlspaces must be vented.

Does the home have a porch or a deck? I have found those to be the worst causes of frame rust. They pretty much act like a funnel to push rain water under the home. The under side of any porch or deck should be isolated from the rest of the crawl space with plastic sheeting or some other water proof...

Your vents absolutely should be open in the winter. In Minnesota, winter is when you are likely to experience condensation. The only time you should close them is during a very cold and windy spell. After looking at the Bolton website, these are clearly Kabco homes. Titanium is likely a private label for this dealer.

Pennsylvania doesn't have a state tie down approval process but rather relies on the HUD/manufacturer approvals. This link may be helpful for you.
