If you have a double rim joist then cut decking back to first rim on both sides. Then cut a piece to fit and secure.

If you wanted to go out the sidewall then you need a direct vent water heater.

People use terms loosely in this industry unfortunately. That appears to be a manufactured or hud spec home not modular.

I have done that on entire homes, more often than not the panels are stapled at the seams and glued at studs between. I would recommend to first screw it at every stud put screws at 1 foot intervals in the field and every 6" at seams. You can get a special bit that keeps from driving screws too...

If it's a double wide I would start by checking the connections in the crossover junction box or boxes. Probably not an issue in the breaker panel. You should be able to get the factory to build what you want within reason its just an upcharge. If I were you I would try modular first if it was in the budget if not try and go with as tall of a floor joist as possible with a tighter spacing. Try getting in touch with a modular mover not manufactured home mover they might have some outside the box ideas. Maybe you could get a welder to gusset/plate the known weak points. Yes I have done it many times and work well if done right. Seal it tight, perimeter insulation and good well sealed vapor barrier on walls and ground.

I usually shoot for being within 1/4 of an in inch. If it's much more than that you might start having issues with opening and closing windows and doors.
