You should be able to get the factory to build what you want within reason its just an upcharge. If I were you I would try modular first if it was in the budget if not try and go with as tall of a floor joist as possible with a tighter spacing. Try getting in touch with a modular mover not manufactured home mover they might have some outside the box ideas. Maybe you could get a welder to gusset/plate the known weak points. The frame can be removed all together along with ductwork and piping and moved with a modular trombone type trailer. Y...

Yes I have done it many times and work well if done right. Seal it tight, perimeter insulation and good well sealed vapor barrier on walls and ground.

I usually shoot for being within 1/4 of an in inch. If it's much more than that you might start having issues with opening and closing windows and doors.

Plywood glued and stapled to existing trusses on one or both sides will beef it up tremendously.

Do you have a submersible or just a jet pump? If it's jet then tank is usually mounted with or close to pump. If submersible then tank is probably close to the pump control box. Did you check water heater closet?
