Most plants can and will "knock off" any floor plan for a price, it's realy not that difficult,The HUD standards can easily be met by only the minimum requirements. I have been involved in many "stripped down" customer ready houses that only have the minimum to meet the standards...

HCD = Housing and Community Development www.hcd.ca.gov, this agency regulates Mfg Housing in California.

I don't believe there is a generic answer to your question. I would start with HCD. I have dealt with HCD a few times and they answered my questions quickly, it may not have been what I wanted to hear but they did respond.

What you describe sounds like you have a duct leak, that is discharging into the floor cavity, assuming of course that you have floor ducts and not overheads.
