Tightly sealed skirting (with proper screened ventilation)is your best bet. To keep them out of the house, make sure your water pipes, drains, etc. are sealed where they pass through the floor. T-111, vinyl, and fibercement are all good choices. Supposedly, LP has new SmartPanel stuff out that's better than the old mushroom-growing stuff I had on my old house. I don't buy it - I'd stay with real plywood (T-111) rather than any OSB product like the LP stuff

I'd say the cost is prohibitive. In the last 3-4 years, makers have come out with houses that have 9' ceilings all the way across. I just replaced my roof (2000 SF house) and its deck. I'm not surprised that the I-house isn't doing well - yes, it has green features, but the greenest feature is the margin, as far as I can tell. Aimed at yuppies with large disposable income. I'll have to look at the e-house.

I don't see why you couldn't build a wooden deck on top of it, or if you wanted synthetic material, use one of the wood alternatives (Trex etc.) Real wood can be hosed off, but does require periodic refinishing.

BINGO! That AC is most likely the issue. You don't want ANY moisture under the home.
