Depending on the construction eve vents might help.... better yet might be looking into a vented roof cap to replace the solid cap that covers the center of the roof peak. You can find these at most local roofing products business.

The answer depends on local building code regulations. All manufactured homes are able to hold the box and panel on the exterior wall.
