Did you remove the strips in between the panels, or just paint over them?

I am moving into a fairly new Fleetwood home. The walls in the living and dining rooms are tape and textured; however the rest of the walls are the vinyl panels. Can I just put drywall over them, paint them, or what? Do I have to remove them to put up drywall or anything else? I appreciate any advice!
