does anyone know which states require an engeenier report
on mobile homes being repaired by there county code department

Some state, county, city or town building authorities will require engineering certification because the HUD construction code differs from their local code. It removes responsibility from the building authority for the results of modification to what they think of as a non-confirming structure.

In some places they are trying to discourage manufactured housing. Very often if you look behind the curtain you will find that the local home builders are pulling the political strings.

In other places the building department has no staff members that understand construction dynamics and they are covering themselves against their lack of understanding.
