Of course you cannot move the home till Atlantic is paid off. Time to raise the heat with Chase. GA counties have extensive zoning regulations concerning MH parks, the facts that there was one on the property in the past does not mean it can be there now. Often dealers trade but value will be adjusted for the very high costs of moving.
It may or may not be possible to use current foundation. Most likely a new one will be called for. A professional set crew will know the current requirements.

Every state with titles has laws about when titles are required. Most states require titles within 30 days. If the park was selling homes they probably were required to have a dealer license.
