do you know if I can put primer on the walls if I have already painted over the wallpaper? I have already painted two rooms and they are beginning to peel when touched

I have a 2000 mobile home that has sheet rock with a wallpaper over it. not sure what it is called but you can wash it. my question is I painted over this in my kitchen and bathroom and now it is peeling off if you touch it. please someone help in telling me what I can do to prevent this.
